UNC Pembroke/Open Ended Service Agreement for Designers 2014/2016

PROJECT DESCRIPTION

One-two sentences University of North Carolina at Pembroke is seeking firms to provide limited term Professional Design Services for small renovations and new construction projects under $500K for the following disciplines. Please submit one copy of your proposal. Services solicited (the number of firms to be selected is shown in parentheses): Architectural (4), Asbestos, Environmental Hazardous Materials (3), Commissioning (3), Civil (3), Electrical (4), Landscape (3), Mechanical (4), Roofing (3), Structural (3), Surveying (3), and Testing (3).

UNC Pembroke Information Commons – Advanced Planning
Project Summary

PROJECT DESCRIPTION AND SCOPE

This project is initially funded at $2,000,000 for advanced planning, and will provide design services through design development to provide a new Information Commons Building.  The building is estimated to be up to 150,000 GSF and will house existing and expanded library services including the expansion of stacks areas; to relocate the Division of Information Technology (University Computing Services) (including offices, main campus machine room and fiber optic distribution hub, informational and networking equipment, and Computing Support Services for students); and to relocate and expand the Media Center Department that supports all instructional, student, and administrative audio visual needs, with adequate storage space. This budget also includes funding for relocating the existing baseball field and/or recreational fields on which this proposed facility will be sited. This site is per the current approved facility master plan. 

The designer will work under the standard State Construction Design Contract, and will be required to provide all necessary site surveys and field-work. Designers will have access to University archives, but must provide their own copies of documents requested. Provide estimates for schematic, design development during this portion of the work, and when full funding is received, continue on with the standard construction document phase, bidding, and construction administration services (the latter to be negotiated after additional funds received).  The designer will be expected to coordinate any additional work required such as surveys and geotechnical testing and receive payment as a reimbursable. Design work for IT infrastructure is also required as is programming assistance and site analysis to determine the optimum siting for this facility in the context of the University master plan.  The following additional scope will be required in the design contract:

  1. Provide preliminary programming for the full scope of the project if funded at $59 million, and then design up through submission of Design Development Phase.
  2. Perform site analysis
  3. Provide a library programming and design consultant as part of the design team.
  4. Site study and land acquisition assistance relating to the siting of this building and its impact on existing campus facilities.

DESIGNER SELECTION PROCESS

Designers are requested to send one copy of their SF 254, SF 255 if available, along with any brochures or other illustrative material to the contact.  Additional information on this project is not currently available.  Due to the volume of projects being handled by the Facilities Planning and Construction office, and in fairness to all interested designers, individual visits from designers to discuss this project will not be scheduled.  Designers however may feel free to make an unescorted site visit to campus.

Submissions will be examined by the Building Committee, which will select a short list for an interview. Designers being short-listed for an interview will be invited to campus for a site visit, and interview briefing. The interviews will be held consecutively, with firms being allowed an equal amount of time for their presentations. Following the interview, the Building Committee will make its recommendation to the University Board of Trustees, who will select the designer.

DESIGN PROCESS

The selected firm will work directly with the Assistant Vice Chancellor for Facilities Management, Director of Planning & Construction, and a building committee.

The schedule is to be negotiated.
